The Commission on Human Rights and Administrative Justice (CHRAJ) has said, it is set to release its report on a military brutality of a teenager some two years ago.

Commissioner of CHRAJ, Joseph Whittal told the Joy FM Super Morning Show on Thursday, that the report is ready and will be released next week after thorough perusal.

“It will contain recommendations and all that is needed to move the case forward,” he told the host, Daniel Dadzie.

The matter involves 18-year-old Christopher Kombian Piffa, who was brutalized by soldiers after he was alleged to have stolen a mobile phone worth GH¢500.

They, however, did not find the said mobile phone on him after a thorough search.

Later that day, the victim who usually runs errands for the three military personnel, was invited into the barracks and allegedly assaulted.

He told Joy News the worse part of his ordeal was when the men melted plastic on his penis.

This was after he was lashed, slapped, kicked, hanged on a tree and left in the sun for hours just to extract a confession for stealing the mobile phone. This happened in the Northern Regional capital, Tamale.

“I was lashed with Neem tree branches and I cried and begged them to stop but they refused…they hanged me on a tree for hours…they refused to give me water when I begged them that I was thirsty. They then melted rubber and dropped it on my back and my genitals.”

Speaking on investigations into the matter, Mr. Whittal indicated that the recommendations CHRAJ has given in the report, are supposed to be complied with by all parties.

“In the absence of compliance, we proceed to court,” he stated.

Delay

Addressing concerns on the delay in the case, the CHRAJ Commissioner noted that the human rights body is burdened with a lot of cases and they have to give each of the estimated 13,000 cases a year, equal attention.
